Can it send, pause, or edit anything?

No. Read access to campaign stats is all Sendline asks for and all it gets. It writes reports and rows in your own audit tables — it never touches a campaign, a sequence, or a contact.

Which sending tool do I need?

Any tool you can grant read access to campaign stats. Connect it once during setup and the audits run on schedule from then on. If the connection ever breaks, the audit says so instead of reporting a silent zero.

What exactly gets flagged as at-risk?

Two thresholds, both printed on every flag: a bounce rate over 3%, or a reply rate that fell more than a third against that campaign's own four-week baseline. Webinar Invite above tripped the second one at −38%.
